Saudi Arabia Unveils New Paid Parking Regulations

The Saudi Ministry of Municipalities and Housing has introduced a draft regulatory framework for Saudi paid parking regulations aimed at transforming urban mobility across the Kingdom. Developed in coordination with the Saudi Center for Competitiveness and Business, the proposal seeks to curb congestion and boost parking efficiency in major cities.

Variable Rates and Smart Pricing

Under the proposed system, parking fees will be structured to reflect demand and location. Hourly rates are expected to range between SAR 2 and SAR 3. However, the ministry intends to implement variable pricing models that adjust based on:

  • Peak demand periods
  • Specific geographic locations
  • Seasonal factors
  • Local events and gatherings

Grace Periods and Holiday Exemptions

To provide relief to drivers, the draft includes specific grace periods. For street parking, users will receive a 15-minute free grace period upon arrival and an additional 10 minutes after a ticket expires. For standalone or automated parking facilities, a 20-minute free window will be provided, though any part of an hour used thereafter will be billed as a full hour.

The regulations also highlight several key exemptions where fees will not apply:

  • Emergency and security vehicles while on duty.
  • Drivers on the first day of Eid al-Fitr.
  • Drivers on the first day of Eid al-Adha.
  • Saudi National Day.
  • Foundation Day.

Note: Government agency staff and secretariat employees will not be eligible for these exemptions.

Residential Relief and Subscriptions

To minimize the impact on local communities, municipalities will be empowered to issue free permanent or temporary parking permits to residential unit owners, tenants, and their visitors. Additionally, the framework allows for flexible subscription models, including weekly, monthly, and annual options.

Strict Enforcement and Heavy Penalties

Monitoring will be highly automated, utilizing sensors and license plate recognition cameras. Investors managing these facilities must maintain high service standards, including digital payment options and real-time occupancy data, aiming for an 85% beneficiary satisfaction rate.

Failure to comply with the new rules will result in significant costs:

  1. Towing Fees: SAR 250 for light vehicles and SAR 1,250 for heavy vehicles.
  2. Daily Impoundment: SAR 20 for light vehicles and SAR 50 for heavy vehicles.

Consumer Protections

The draft includes safeguards for motorists. Drivers will be exempt from fees if payment equipment fails and no digital alternative is provided. Furthermore, all drivers retain the legal right to object to any issued parking violations.
