The Qatar Ministry of Labour has taken decisive action against companies failing to protect workers from extreme summer temperatures, sealing 388 work sites for a three-day period. This enforcement comes as a direct result of violations regarding heat stress regulations discovered during a massive seasonal safety campaign.
Intensive Inspection Campaign Results
The crackdown was part of a dedicated Heat Stress Prevention Campaign that ran from June 1 to September 15, 2026. During this period, authorities conducted a total of 1,638 on-site inspections across various locations. These rigorous checks led to the documentation of 644 specific violations of safety protocols.
Strict Legal Mandates for Outdoor Work
The ministry's actions are rooted in Ministerial Decision No. 17 of 2021, which establishes strict protections for laborers working in the heat. To mitigate the risk of heat stress, the law prohibits any work in open outdoor areas between the hours of 10:00 a.m. and 3:30 p.m.
These regulations are particularly vital for the large expatriate workforce employed in the construction and service sectors. The mandate primarily affects workers from several nations, including:

Zero Tolerance for Safety Infractions
The Ministry of Labour has confirmed that the 388 sites identified in the campaign were shut down for three days, and all violating entities are currently facing ongoing legal action. Officials have emphasized a zero-tolerance policy, stating that there will be no leniency for future infractions that compromise the health and safety of workers.
Focus on Awareness and Prevention
In addition to the enforcement and site closures, the ministry implemented a wide-reaching educational strategy to ensure companies understand their obligations. The campaign's preventive efforts included:
- 522 field awareness visits to provide direct guidance to employers and workers.
- 30 specialized seminars focused on heat safety protocols.
- 1,072 pieces of awareness material distributed to various sites.
