Qatar Warns Employers: Return Passports or Face QR25,000 Fine

The Qatar Ministry of Interior (MoI) has issued a formal warning to employers regarding the illegal practice of withholding employee passports, reminding them that such actions carry heavy financial penalties.

During a webinar conducted by the Search and Follow-Up Department on October 15, 2026, officials addressed critical labor regulations and residency compliance issues facing the expatriate community.

Major Saud Hamad Alburaidi, Head of the Detention Section, emphasized that employers are legally prohibited from retaining a worker's passport once residency permit issuance or renewal procedures are complete. The only exception to this rule is if the employer has obtained explicit written consent from the employee to hold the document.

Employers found in violation of these regulations face significant consequences, including:

  • Fines of up to QR25,000.
  • The requirement to return passports to workers promptly following the conclusion of residency formalities.

The ministry has urged workers whose documents are being unlawfully withheld to seek assistance from the relevant authorities immediately.

Crackdown on Visa Trading and Residency Violations

In addition to passport regulations, Major Alburaidi outlined severe legal consequences under Law No. 21 of 2015, which governs the entry, exit, and residence of expatriates. The ministry is particularly focused on preventing illegal visa trading.

Penalties for Illegal Visa Trading

Those found guilty of illegal visa trading face strict punishments, including:

  • Up to three years of imprisonment.
  • Fines of up to QR50,000.
  • Fines of up to QR100,000 for repeat offenders.

Furthermore, failure to renew residency permits within the 90-day window can result in fines reaching up to QR10,000.

Guidance for Overstayers

The Ministry of Interior also provided guidance for individuals who have overstayed their visas. For those who do not have pending legal cases, the ministry encourages them to voluntarily approach the MoI to receive assistance for their departure from the country.
