Qatar Hosts Vital Workshop to Protect Workers from Human Trafficking
Doha, September 16, 2026: Qatar has taken a significant step toward implementing its National Referral System, designed to manage exploitation and human trafficking cases involving migrant workers, domestic staff, and other vulnerable residents. The Ministry of Labour, the National Committee for Combating Human Trafficking, and the National Human Rights Committee jointly hosted the first workshop on this system, focusing on victim protection, rehabilitation, and streamlined referral mechanisms across government institutions.

Workshop Focus and Agency Roles
The September 16 workshop emphasized clarifying the roles of government agencies, law enforcement, health institutions, human rights bodies, and diplomatic missions to reduce service gaps and duplication. Undersecretary of the Ministry of Labour, Sheikha Najwa bint Abdulrahman Al-Thani, highlighted the framework as a move to strengthen victim protection and the national response.
Under this system, the Ministry of Labour handles initial labour exploitation complaints. Cases involving suspected human trafficking are referred to the Ministry of Interior and the Criminal Investigation Department for investigation, while the Public Prosecution and courts manage legal proceedings. Medical and psychological needs are addressed by the Ministry of Public Health, and the Aman Protection and Social Rehabilitation Center provides shelter, social, psychological, and legal support. The National Human Rights Committee conducts monitoring, and the Ministry of Foreign Affairs facilitates coordination with embassies for documentation or repatriation.
Reporting and Support Channels
The system adopts a victim-centered approach, prioritizing confidentiality, non-discrimination, and data protection. It distinguishes between standard labour disputes—such as contract issues or salary delays—and severe exploitation involving coercion or trafficking indicators. For suspected trafficking cases, a dedicated multilingual hotline, 16044, has been established. Complaints can also be submitted via the National Committee portal or emailed to [email protected]. General human rights concerns can be directed to the Qatar National Human Rights Committee hotline at 8002222. Authorities recommend that workers retain documentation, including employment contracts, Qatar IDs, passport copies, salary records, and bank transfer details, to support investigations when necessary.
