PhonePe Wins UAE Approval to Revolutionize Payments for 4.3M Expats

Walmart-backed digital payments giant PhonePe is set to make a massive entry into the Middle East. The company has officially received in-principle approval from the Central Bank of the UAE for two critical licenses: Retail Payment Services and Card Schemes, and Stored Value Facilities.

A Financial Hub for the Indian Diaspora

This strategic expansion is specifically designed to cater to the approximately 4.3 million Indian expatriates residing in the UAE, according to data provided by the Embassy of India in Abu Dhabi. PhonePe aims to transform how this community manages their finances by consolidating multiple services into a single, streamlined platform.

One App, Endless Financial Possibilities

The company plans to offer a comprehensive suite of tools to simplify life for expats, including:

  • Instant Remittances: Rapidly sending money back to India.
  • Bill Payments: Managing essential monthly utilities and services.
  • Tax and Income Management: Tools for handling tax payments, rental income, and dividend tracking.
  • Merchant QR Payments: Seamlessly paying at local shops.

Looking toward the future, PhonePe intends to introduce local digital wallets once the final regulatory authorizations are in place.

Deep Integration with the UAE Ecosystem

To ensure a seamless user experience, PhonePe will collaborate with local UAE banks, licensed payment providers, and technology vendors. The company is also exploring integration with the nation's most advanced financial infrastructure, such as the Aani instant payment rail and the Jaywan national card scheme.

Currently, the company already maintains a presence for Indian travelers through a partnership with NPCI International, allowing them to scan NEOPAY and Network International QR codes.

"The UAE's digital-first initiative and regulatory framework provide an ideal foundation for this expansion," said Ritesh Pai, CEO of International Payments at PhonePe.

Massive Scale Meets New Markets

PhonePe enters the UAE market with significant momentum, currently supporting a massive user base of 700 million and 50 million merchants in India. While the in-principle approval marks a major milestone, the official commercial launch remains subject to the final formal sign-off from the Central Bank of the UAE.
