Oman Updates Visa Conversion Rules for Work Permits
The Royal Oman Police (ROP) has officially amended the Executive Regulations of the Foreigners’ Residence Law, introducing new Oman visa conversion rules that allow several visa categories to switch to work permits without requiring applicants to leave the country.
This significant regulatory shift allows for in-country status adjustments, provided that all conditions set by the relevant authorities are met. Previously, the standard administrative process forced expatriate workers to exit the Sultanate and secure employment visas from abroad before being allowed to re-enter. This old system often resulted in significant travel expenses and lengthy delays for job seekers.
Which Visa Categories are Eligible?
Under the new provisions, a wide range of entry permits can now be converted into work permits or temporary work visas. The eligible categories include:
- Visitor visas issued to residents of other GCC countries
- Visit visas for relatives and friends
- Single-entry tourist visas (10-day or one-month durations)
- Single and multiple-entry business visas
- Express visas
- Investor visas
- Student visas
- Visas for seafarers on boats and ships
- Luxury cruise passenger visas
- Visas for property owners and their family members
- Family joining visas (subject to specific criteria)
Legal Requirements and Application Process
While the new rules provide much-needed flexibility, authorities have issued a stern warning: working on a visit visa remains illegal until a valid work permit has been officially secured. The conversion process is contingent upon obtaining clearance from the Ministry of Labour and receiving final change-of-status approval from the ROP.
To ensure a smooth transition, expatriates should follow these steps:
- Employer Initiation: Employers must initiate the labour clearance through the Ministry of Labour’s official e-services portal.
- Verification: Applicants should confirm their specific visa category's eligibility with the ROP or a licensed Public Relations Officer (PRO).
- Documentation: Applicants must maintain a valid passport, ensure they meet medical fitness standards, and have all necessary contractual documents ready.
These procedural adjustments are intended to serve the public interest by streamlining employment processes and reducing the logistical burdens on both workers and employers within the Sultanate.
