Oman Breaks Barriers: New Property Ownership and Sponsor-Free Residency Rules Unveiled

Oman is transforming its real estate and residency landscape for foreign nationals. Under newly issued executive regulations, expatriates can now acquire freehold residential property and secure long-term residency in specific economic hubs without the need for a local sponsor.
A New Era for Free Zone Residents
According to OPAZ Resolution No. 81/2026, issued in late September 2026, the Sultanate is opening its doors in key Special Economic Zones (SEZs) and Free Zones. This includes major hubs such as Duqm, Sohar, and Salalah, where non-Omani residents can now invest in freehold residential assets.
Residency Without a Sponsor
One of the most significant shifts in these regulations is the direct link between property ownership and residency rights. Licensed investors and non-Omani property owners are now eligible to obtain residency permits for:
- Themselves
- Their spouses
- First-degree relatives
Crucially, this residency pathway operates independently of employer sponsorship, offering a level of stability and autonomy previously unavailable to many expatriates.
Enhanced Security and Streamlined Processes
To protect international buyers, the new regulatory framework introduces strict financial safeguards. For those interested in off-plan developments, the use of escrow accounts is now mandatory to ensure buyer funds are protected throughout the construction process.
The government has also modernized the administrative side of investing through a One-Stop Shop licensing system. This system is designed for efficiency, featuring:
- Automatic license issuance following necessary regulatory checks.
- Support for electronic payments to simplify transactions.
- Streamlined administrative workflows.
Complementary Investment Incentives
These new rules build upon the foundation laid by Royal Decree 38/2025, which already provides aggressive incentives for foreign enterprises, including:
- 100% foreign ownership of businesses.
- Significant tax holidays.
- Customs exemptions.
Critical Reminders for Prospective Buyers
Prospective investors must exercise due diligence. Property ownership is not permitted across the entirety of Oman; it is strictly limited to designated projects within specific zones.
Before committing any funds, buyers are strongly advised to verify that a project has received official approval from the Public Authority for Special Economic Zones and Free Zones (OPAZ).
For many South Asian expatriates, these updated policies present a potentially cost-effective residential alternative to the high-demand markets of Dubai and Abu Dhabi, offering a strategic entry point into the region's real estate sector.
