The Muscat Municipality in Oman has issued a strict directive prohibiting families and single men—commonly referred to as bachelors—from residing in the same residential or mixed-use buildings.

This new regulation aims to segregate living arrangements to ensure that residential areas remain dedicated to their intended demographic.

The mandate is being enforced under Article 31(d) of Local Order Number 23/92. Municipal authorities have issued a formal warning to landlords, property owners, and employers regarding the new rules.

According to the directive, it is no longer permissible to establish residential complexes or designate specific buildings for bachelor or employee housing within zones that are designated as family-oriented residential areas.

Preserving Privacy and Public Order

The municipality maintains that this policy is essential for maintaining the social fabric of the capital. The primary objectives of the ban include:

  • Preserving the security of residential neighborhoods.
  • Ensuring the privacy of families.
  • Maintaining public order within family-oriented zones.

Impact on Expatriates and Employers

This decision is expected to have a significant impact on the expatriate community living in Muscat. In particular, Indian workers may face challenges, as many currently utilize shared housing arrangements or seek affordable accommodations within residential neighborhoods.

The regulation also shifts a significant responsibility onto companies. Employers are now required to provide adequate housing for their staff, and this housing must be located within designated zones specifically approved for bachelor or employee residency.

This update is anticipated to influence local rental dynamics and change the way expatriates secure accommodation across the city.
