Muscat Implements Strict Bachelor Housing Ban

The Muscat Municipality has launched a major enforcement campaign to uphold a strict Muscat bachelor housing ban in residential and mixed-use districts.
Strict Zoning Regulations
Under the provisions of Article 31(d) of Local Order No. 23/92, the establishment of residential complexes for bachelors or workers is explicitly forbidden within residential and mixed residential-commercial zones. Furthermore, property owners are strictly prohibited from mixing families and bachelors within the same building.
To ensure compliance, landlords are now mandated to verify the official classification of their properties to confirm they align with authorized usage before any leasing agreements are finalized.
Preserving Neighborhood Integrity
The municipality's initiative, reinforced by official statements released between October 12 and 13, 2026, aims to maintain the character of family-oriented neighborhoods. The campaign focuses on several key objectives:
- Mitigating overcrowding: Reducing the high density of occupants in residential areas.
- Addressing safety concerns: Responding to local resident worries regarding high concentrations of single expatriate workers.
- Maintaining social fabric: Ensuring residential zones remain suitable for families.
Impact on Expatriate Communities
This policy will directly impact a significant number of single workers—including those from India, Pakistan, and the Philippines—who currently reside in shared villas or apartments in areas such as Al Khuwair, Seeb, and Baushar.
Employers are now required to provide housing for their staff in designated industrial zones or approved labor camps. These facilities must strictly adhere to established health and safety standards to be considered compliant with municipal regulations.
Penalties for Non-Compliance
The Muscat Municipality has a history of executing raids on properties that fail to comply with these housing rules. Property owners found in violation of these regulations face potential fines and legal action. Authorities are urging all landlords and employers to achieve immediate compliance to avoid these penalties.
