Kuwait Security Sweeps: Mass Arrests in Jahra and Al-Rai

Recent Kuwait security sweeps in Jahra and the Al-Rai area have resulted in dozens of arrests and hundreds of citations as authorities intensified their crackdown on residency violations, labor law compliance, and traffic offences.

The Ministry of Interior, through various specialized departments, conducted extensive operations targeting both expatriate workers and businesses to ensure adherence to national regulations and security protocols.

In Jahra, the General Department of Rescue Police led a high-intensity operation under the supervision of Director General Brigadier General Hamlan Al-Hamlan and field commander Colonel Sabah Ali Al-Sabah. The enforcement action yielded significant results regarding both road safety and legal status:

  • 103 traffic citations issued.
  • 15 individuals detained for expired residency permits (iqama).
  • 15 individuals apprehended as they were wanted by security agencies.
  • 12 persons detained for failing to produce identification.
  • 9 individuals detained for taghayub (absconding reports filed by sponsors).
  • 7 vehicles impounded for being wanted by the authorities.
  • 1 additional individual taken into custody.

Joint Multi-Agency Operation in Al-Rai

Simultaneously, a massive joint operation was launched at the Souq Al-Juma (Friday Market) in the Al-Rai area of Farwaniya Governorate. This effort involved a coordinated response from several government bodies, including the Kuwait Municipality, the Ministry of Electricity, Water and Renewable Energy, the Ministry of Commerce and Industry, the Public Authority for Manpower (PAM), and the Public Authority for Food and Nutrition.

The multi-agency sweep focused on commercial and labor compliance, uncovering the following violations:

  • 25 individuals wanted for taghayub (absconding).
  • 16 individuals with expired residency.
  • 8 instances of labor law violations.
  • 3 individuals with expired entry permits or visas.
  • 2 cases involving financial debt.
  • 2 cases involving health unfitness.

Beyond these specific figures, authorities also arrested street vendors and individuals wanted for judicial enforcement or entry bans. Interestingly, while the operation was strictly enforcement-oriented, officials recorded 120 instances of humanitarian assistance provided to individuals on-site during the sweeps.

Strict Penalties for Residency Violations

The Ministry of Interior has reiterated the severe consequences for expatriates who fail to maintain legal residency status. Violators face significant financial burdens, including daily fines of 50 dinars, and the constant risk of deportation.

To avoid legal complications during security checkpoints, authorities advise all residents to:

  1. Carry a valid civil ID at all times.
  2. Immediately resolve any taghayub (absconding) disputes through the Public Authority for Manpower or the Labor Department.
