Kuwait PAM Explains Labour Complaints Vs Report Me Rules

On September 6, 2026, the Public Authority for Manpower (PAM) in Kuwait issued an important clarification for the approximately 10 lakh Indian expatriates and other foreign workers regarding the correct procedures for filing grievances. PAM emphasized that 'Labour Complaint' services and the 'Report Me' (Balaghni) service serve distinct legal purposes, and choosing the incorrect channel can lead to significant delays.

For issues directly related to an employment relationship, such as unpaid salaries, contract disputes, termination, dismissal, or denial of contractual benefits like annual leave, workers must use the formal Labour Complaint service. These complaints should be directed to the Labour Relations Unit responsible for the employer's file or submitted through the Ashal Manpower electronic service. PAM clarified that 'Report Me' is not intended for individual financial claims or personal disputes.

Using Report Me For Violations

Instead, the 'Report Me' or Balaghni service, accessible via the Sahel application, is strictly for reporting labour market violations that fall under PAM's supervisory authority. Examples of such violations include unlicensed recruitment offices, undocumented employment, occupational safety breaches, or broader labour rule infractions. Reporters can include supporting evidence or photographs, and PAM ensures the confidentiality of the reporter's identity.

Safety And Official Guidance

PAM cautioned workers against using third-party intermediaries, WhatsApp agents, or social media pages that promise expedited service in exchange for money. Workers are advised to safeguard sensitive information such as Civil ID details, passport numbers, and login credentials, and to only use official PAM channels. It is recommended that workers maintain documentary evidence, such as employment contracts, salary transfer records, and correspondence with employers, to support their claims.

Indian Embassy Assistance

For Indian nationals, the Labour Wing of the Indian Embassy in Kuwait provides additional guidance. The Labour Wing operates from Sunday to Thursday, with hours from 8:00 AM to 1:00 PM and 1:30 PM to 4:00 PM. The Embassy can be contacted for emergencies at +965-22562151. Indian workers facing severe exploitation, passport retention, or requiring consular assistance should consult the Embassy's Help Desk or Labour Complaints Desk in parallel with local labour authority procedures.
