The Public Authority for Civil Information (PACI) in Kuwait has officially launched a new electronic service aimed at simplifying the residency amendment process for specific residents. Effective from September 27, 2026, individuals residing under Article 7 bis can now submit requests to modify their residency or civil status digitally, eliminating the previous requirement for in-person visits to PACI offices.

The new service is integrated into the unified government application, Sahel, and is also accessible through the official PACI website. Who is Eligible for Article 7 bis?
The Article 7 bis category was established following Interior Ministry Decision No. 1410 of 2026 in early September 2026. This specific provision applies to individuals whose Kuwaiti citizenship was withdrawn in accordance with Clause 4 of Article 13 of the 1959 Nationality Law, provided they have since obtained another nationality.
Residents under this status are granted several unique benefits, including:
