Kuwait Launches KWPS to Monitor Private Sector Salaries

The Central Bank of Kuwait (CBK) has officially announced the launch of the Kuwait Wage Payment System (KWPS), a major national initiative designed to oversee the salaries of approximately 1.84 million employees within the private sector. This new platform aims to provide comprehensive monitoring of wage disbursements for both Kuwaiti nationals and the vast expatriate workforce.
The implementation of the KWPS is being carried out in direct partnership with the Public Authority for Manpower (PAM). Under this collaborative framework, the Central Bank of Kuwait manages the technical and operational aspects of the system, while the Public Authority for Manpower is responsible for enforcing labor regulations and ensuring that employers remain compliant with national laws.
Digital Safeguards for the Workforce
A central requirement of the KWPS is that all private sector salaries must be processed electronically through local banking institutions. By moving away from manual processes, the system provides authorities with the ability to perform real-time monitoring, allowing them to immediately identify any instances of delayed or non-existent payments.
For the millions of expatriate workers residing in Kuwait—including many from India, Pakistan, and the Philippines—the platform serves as a critical safeguard against wage theft. The transition to digital transfers is intended to enhance transparency and allow the government to take swift enforcement actions against labor violations.

The introduction of the KWPS is not an isolated event but represents the third major pillar of the Kuwait National Payment System (KNPS2). It follows the successful deployment of the Kuwait Automated Clearing House (KACH) and the Kuwait Direct Debit Mandate System (KDMS).
