Kuwait to End Paper Vehicle Insurance: Beema Digital System Mandatory

Kuwait is transitioning to a fully digital landscape for motor insurance, officially moving away from traditional paper-based compulsory policies. The Insurance Regulatory Unit (IRU) has announced that starting October 25, 2026, all civil liability insurance for vehicles registered in Kuwait must be processed through the mandatory electronic 'Beema' platform.

Mandatory Transition and Trial Period

Under the new regulations, any insurance document issued outside of the official Beema digital system on the IRU website will be considered invalid by the authorities. To facilitate this shift, a trial phase is scheduled to run from October 25, 2026, through December 31, 2026.

During this period, insurance companies are required to host training workshops for their authorized brokers. While customers may still choose to work with their preferred insurance providers or brokers to submit applications, the final issuance of every policy must be completed via the digital platform. To support this, insurance companies are permitted to authorize contracted brokers to issue policies using sub-user accounts within the system.

Strict Electronic Payment Requirements

In a move to align with the country's digital transformation goals and mitigate fraud, the IRU has implemented strict rules regarding premiums. Cash payments for insurance premiums are now strictly prohibited. All settlements must be made through approved electronic channels.

Hamad Teifouni, Acting Information Systems Department Director, explained that the Beema platform serves as a centralized system designed to:

  • Enhance regulatory oversight.
  • Improve the accuracy of insurance data.
  • Prevent price manipulation within the market.

Critical Impact on Expats and Vehicle Registration

The shift to digital-only insurance will significantly impact the expatriate community in Kuwait. Maintaining a valid digital policy is essential to avoid several administrative and legal hurdles, including:

  • Disruptions to vehicle registration renewals via the Sahel application.
  • Complications during routine traffic inspections.
  • Difficulties in processing insurance claims following accidents.

Authorities have made it clear that traditional paper copies will no longer be recognized as valid proof of insurance. While the mandate applies broadly, a limited exemption exists for mandatory insurance policies on private vehicles owned by certain illegal residents.
