Indian expatriates in the UAE have received relief as Indian Consular Application Centres report stabilized operations and improved processing times for passport renewals, Tatkal services, newborn registrations, and Emergency Certificates.

Walk-in Services and Categories

As of September 6, 2026, the Bur Dubai ICAC, located at UW Mall on Khalid Bin Al Waleed Road in Al Mankhool, has implemented a system to accommodate up to 150 eligible walk-in applicants daily. According to the Indian Embassy in Abu Dhabi, walk-in services are strictly limited to five specific categories: Tatkal passport applicants, newborn passport cases, Emergency Certificate applicants, senior citizens aged 60 and older, and People of Determination. These services operate on a first-come, first-served basis from 9:00 AM to 1:00 PM. Access is subject to daily capacity constraints, and service is not guaranteed upon arrival. Attestation services remain restricted to those with prior online appointments.

Processing Times and Service Stats

Processing times have improved following a service-provider transition in July. Consulate General of India, Dubai officials state that normal passport applications are now being issued in approximately five working days, while Tatkal applications are dispatched in about three days, provided there are no document, police verification, or technical issues. Between July 22 and August 22, the 16 ICACs across the UAE processed over 53,000 consular services, including approximately 44,000 passport services, 8,000 attestation services, and 1,000 visa services.

Appointments and Official Fees

For those not eligible for walk-ins, appointments can be booked at consularsevainuae.com, with new slots released daily at 9:00 AM and 9:00 PM. Applicants are advised to arrive no more than 15 minutes before their scheduled time. All 16 ICACs, located in areas including Abu Dhabi, Musaffah, Al Reem, Al Ain, Madinat Zayed, Ghayathi, Bur Dubai, Dubai Investment Park, Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah, Fujairah, Kalba, and Khor Fakkan, operate from 8:00 AM to 6:00 PM. The official service charge is AED 19, inclusive of VAT, which covers form filling, photography, document typing, courier, printing, and photocopying. Applicants are cautioned against paying unauthorized fees. Official government fees remain applicable, with revised passport fees in effect since July 1, 2026.
