The High Cost of Flying Over Conflict Zones

While Dubai International (DXB) continues to thrive—reporting 31.5 million passengers in the first half of 2026—the financial burden of operating in the region has become prohibitive for some foreign carriers. The primary culprit is the cost of war-risk insurance, which is reportedly adding between $70,000 and $150,000 per flight.

Dubai Airports CEO Paul Griffiths noted that although the airport is operating near full capacity, some international airlines are finding it increasingly difficult to secure affordable insurance coverage to maintain their schedules. This financial barrier is particularly hitting North American and European carriers, whereas local airlines like Emirates continue to maintain regular schedules.

Which Airlines are Affected?

The wave of postponements has impacted several major routes across North America, Europe, and Asia:

  • Air Canada: Has pushed back its Toronto–Dubai service to the end of March 2027, a delay from its previous mid-January 2027 target.
  • United Airlines: Has aligned its Newark–Dubai service restart with the end of March 2027.
  • Finnair: Has cancelled its entire Helsinki–Dubai winter season, which was scheduled to run from October 25, 2026, through March 27, 2027.
  • Cathay Pacific: Will not resume passenger services to Dubai until January 31, 2027.
  • Virgin Atlantic: Is now planning to return only for the winter 2027 season.
  • Luxair: Has postponed Dubai services until February 6, 2027, and deferred its planned Abu Dhabi service until late 2027.

A Rare Exception

Amidst these delays, Philippine Airlines remains an outlier, with its service restart currently targeted for October 2, 2026.

For travelers caught in these scheduling shifts, airlines such as Air Canada are offering booking waivers for impacted passengers. Experts suggest that travelers look for codeshare options or alternative connections to reach their destinations. While international carriers struggle with these insurance premiums, local regional flight schedules remain largely unaffected.
