Building owners and residents in Abu Dhabi face significant financial penalties if they install security barriers that could hinder emergency services. The Abu Dhabi Civil Defence Authority has issued a formal warning that installing iron bars or barriers on upper-floor windows will result in a fine of Dh30,000.

The regulation is designed to ensure that firefighting and rescue teams have unobstructed access to buildings during a crisis. If windows are enclosed with barriers that prevent emergency personnel from entering or utilizing the openings, the heavy penalty will be applied.

Which Buildings are Affected?

The mandate applies to windows located above the ground floor in all existing buildings and establishments. This includes:

  • Conventional buildings
  • Prefabricated structures
  • Commercial establishments
  • Shared accommodations and apartment buildings

However, there is an exception to this rule: private houses and residential villas are exempt from this specific mandate.

This enforcement action is carried out under Clause 67 of the general violations outlined in Cabinet Resolution No. 24 of 2012, which governs Civil Defence services across the United Arab Emirates. The policy aims to remove any physical obstacles that might delay life-saving operations during an emergency.

Compliance Advice for Residents and Landlords

Following the announcement made on October 13, 2026, authorities have urged building owners, landlords, and residents to take immediate action. Those living in apartment buildings or shared housing are particularly advised to verify that their window security measures comply with these safety standards to avoid the Dh30,000 fine.
