The Government of Maharashtra is set to launch a monumental initiative to connect its skilled workforce with the global economy. Through the newly introduced Global Circular Workforce Mobility Policy 2026, the state aims to facilitate overseas employment for 100,000 workers over the next five years.

Announced by Chief Minister Devendra Fadnavis during the 'Circular Mobility of Talent' conference in Mumbai, the policy is designed to ensure that Maharashtrian workers are not just recruited, but are prepared to excel in international environments through rigorous training and support.

Targeting the Gulf and Global Powerhouses

The policy identifies several high-growth international markets for its workforce. A primary focus remains on the Gulf region, specifically targeting opportunities in the UAE, Saudi Arabia, Qatar, Kuwait, Bahrain, and Oman. Beyond the Middle East, the state is looking toward Europe, the UK, Japan, Canada, and Australia.

To meet the demands of these regions, the government has identified several key sectors for deployment:

  • Construction and Engineering
  • Healthcare
  • Hospitality
  • Technical Services

The 'Skill Passport' and Language Mastery

A standout feature of this initiative is the introduction of the 'Skill Passport.' This innovative tool will tailor training, documentation, and technical certifications to meet the specific standards and job requirements of the destination country, ensuring seamless integration into foreign workforces.

Recognizing that language is often the biggest barrier to success, a strategic partnership has been formed. The Maharashtra Institution for Transformation (MITRA), the Maharashtra Agency for Holistic International Mobility and Advancement (MAHIMA), and the central government's Digital India Bhashini have signed a Memorandum of Understanding (MoU). This collaboration will provide free, occupation-specific foreign language training, utilizing both digital and classroom-based models to support students in ITIs and polytechnics.

Regional Specialization: Mapping Talent to Industry

The state is not taking a one-size-fits-all approach. Instead, it has conducted regional skill mapping to leverage the unique strengths of different areas:

  • Nashik: Will focus on dairy automation and tool-and-die trades.
  • Konkan Region: Will specialize in marine trades, steel, and heavy electricals.
  • Vidarbha: Will concentrate on heavy-vehicle mechanics, thermal power, and oilseed extraction.

Furthermore, the government has set an ambitious social goal: by the fifth year of the policy, women are expected to comprise more than 25% of the workers being sent abroad.

Crucial Warnings for Job Seekers

While the policy offers immense opportunity, the government has issued a stern advisory to prevent exploitation.

The policy announcement does not automatically provide jobs or visas.

Prospective workers are cautioned to be extremely wary of private agents who may falsely claim to represent this government program. The state has emphasized that all official procedures, registration portals, and specific vacancy lists will be communicated exclusively through official state channels.

In a move to ensure long-term economic benefits for the state, Maharashtra also plans to integrate returning workers back into the local economy. By leveraging the technical exposure, language skills, and international experience gained abroad, these professionals will be positioned to strengthen Maharashtra's own manufacturing and services sectors.
